This page provides an overview of major Metropolitan Council Environmental Services (MCES) sewer planning and construction projects including presentations and handouts from public meetings and hearings, announcements, and other materials.




Minnehaha Park Area Regional Sewer Improvements Project, MCES Project No. 807629, and West and East River Parkway Area Regional Sewer Improvements Project, MCES Project No. 807626

These projects are among several that are under way or being planned to rehabilitate regional sanitary sewers at several locations in Minneapolis. The improvements include:

  • Replacing approximately 1,200 feet of regional sanitary sewer north of Minnehaha Parkway between Minnehaha Creek and Minnehaha Ave. by tunneling under Minnehaha Creek and Hiawatha Ave.
  • Constructing a new wastewater flow regulator structure and odor control facility on the west side of Minnehaha Creek.
  • Constructing a new odor control building, removing the current odor control biofilter, and rehabilitating two wastewater flow regulator structures between West River Parkway and the Mississippi River, north of Lake St.
  • Rehabilitating a wastewater flow regulator structure between East River Parkway and the Mississippi River, west of Emerald St.
The work on both projects will be scheduled in several phases during 2015 and 2016. (These projects were previously noted on our website as part of Minneapolis Interceptor Rehabilitation Phase 2, Project No. 807625.)

Lake Harriet Area Regional Sewer Rehabilitation, MCES Project No. 807628

This project includes rehabilitation of portions of MCES’s 1-MN-344 regional sanitary sewer in the Fulton, Linden Hills and Lynnhurst Neighborhoods in Minneapolis. Approximately 2.5 miles of the sewer and maintenance holes are showing signs of deterioration and are in need of rehabilitation. Two half-block segments of sewer will need full replacement. The work begins in summer 2014, and will take place in various stages and locations through spring 2015. (This project was previously noted on our website as part of Minneapolis Interceptor Rehabilitation Phase 2, Project No. 807625.)

Emergency Sewer Repair in St. Paul

MCES is continuing its repair of a regional sanitary sewer break that occurred May 9 near the intersection of Phalen Blvd. and Johnson Pkwy. in St. Paul


Seneca Interceptor Improvements, MCES Project No. 808000

This project will make improvements to the regional sanitary sewers that are located in and serve the city of Burnsville.  The sewers convey wastewater to MCES's Seneca Wastewater Treatment Plant in Eagan.  Work will include:

  • Open cut construction to replace approximately 15,000 feet of regional sewers with larger-diameter sewers that will increase capacity.
  • Installing a lining to create a new sewer within the existing corroded sewer for a stretch of approximately 15,000 feet. 
The improvements will be constructed in several phases from 2014 to 2016.

St. Bonifacius Lift Station and Force Main Improvements, MCES Project No. 808200

This project will make improvements for improving regional sanitary sewer facilities located in the city of Minnetrista, which serve Minnetrista and St. Bonifacius.    Work will include:

  • Replacement of the lift station at or near its present location (intersection of Highland Rd. and Highway 7).
  • Replacement of 22,500 feet of 12-inch-diameter force main with two 16-inch-diameter force mains at or near the existing sewer alignment (along the north side of Highway 7, beginning at Highland Rd. and extending to the east approximately one-quarter mile east of County Rd. 44). 
The lift station and force main improvements would be constructed in 2015.

Seneca Plant Solids Processing Improvements, MCES Project No. 807500

This project – currently in the planning stage – will make improvements to the solids processing facilities at the Seneca Wastewater Treatment Plant in Eagan. The plant serves the communities of Eagan, Bloomington, Burnsville and Savage, and portions of Lakeville, Apple Valley, Inver Grove Heights and Edina. Work will include:

  • Rehabilitating and/or replacing existing wastewater solids processing equipment and facilities to allow the plant to provide wastewater treatment capacity into the future.
  • Upgrading technology to meet new U.S. Environmental Protection Agency air emissions standards that will become effective in 2016.
  • Improving energy conservation in the treatment plant operations.
Project planning and design is scheduled for 2013-2014; construction is scheduled for 2015. Contacts

St. Louis Park Force Main Improvements, MCES Project No. 804130

This sewer construction project is part of the Hopkins System Improvements Project Facility Plan, which will replace portions of the existing Hopkins-St. Louis Park-Minneapolis Regional Sanitary Sewer to maintain a reliable wastewater collection system for each of the three cities. The project area generally runs along portions of the Highway 7 South Service Road and W. Lake St., from Texas Ave. S. on the west end of the project to Lynn Ave. S. on the east end of the project. Construction of the new force main sanitary sewer began in spring 2014.

Mahtomedi Interceptor Improvements Project, MCES Project No. 805530

This project includes upgrading a wastewater pumping station, repairing a portion of an existing sanitary sewer, and installing a new sewer to maintain reliability of the regional sewer system in the city of Mahtomedi and increase the level of service of the facilities. The work began in July 2013. Most of the construction is scheduled for completion in 2013, with final restoration of streets, trails and landscape to be completed by July 2014.

Excelsior Area Sewer Improvements Project, MCES Project No. 802850

This project includes construction of a second regional sanitary sewer force main in the cities of Excelsior, Greenwood and Shorewood. The second force main will provide improved reliability and operational flexibility in meeting the wastewater service needs of these three cities. Construction will occur in two phases from mid-2013 to 2015.

1-GV-461 Relief Forcemain Sewer Project Phase II, MCES Project No. 805700

This project includes construction of a new regional sanitary sewer forcemain in the City of Golden Valley. The new sewer will redirect some of the wastewater flow from the existing 1-GV-461 gravity sewer that is near capacity, to the existing Plymouth Forcemains (north of Highway 55) where there is excess capacity. One segment of the new sewer was installed in summer 2012 on Circle Down in conjunction with the City of Golden Valley’s Pavement Management Program to minimize construction impacts to property owners. The remainder of the construction is scheduled for summer and fall 2013, with miscellaneous work to finish the project anticipated in summer 2014.

Empire Plant Solids Processing Improvements, MCES Project No. 807400

This project – currently in the planning stage – will make improvements to the solids processing facilities at the Empire Wastewater Treatment Plant, which serves the communities of Apple Valley, Elko New Market, Empire Township, Farmington, Lakeville and Rosemount. Work will include increasing the treatment plant’s primary solids digester capacity and increasing dewatered cake (solids) storage capacity. Project design is scheduled for 2014; construction is scheduled for 2015-2016.

Southwest Minneapolis Interceptor Rehabilitation, MCES Project Nos. 807615, 807616 and 807617
This project includes rehabilitation of portions of four interceptors (regional sanitary sewers) in the Linden Hills and East Harriet Farmstead Neighborhoods in Minneapolis. Approximately 3.5 miles of the sewers and maintenance holes are showing signs of deterioration and are in need of rehabilitation. The work is expected to begin in summer 2013, and take place in various stages and locations through spring 2015.

Cedar Lake Area Sewer Improvements, MCES Project No. 804122

This regional sanitary sewer construction project follows on the work started in 2012 as part of the first phase of capital improvements included in the Hopkins System Improvements Project Facility Plan, and will replace portions of the existing Hopkins-St. Louis Park-Minneapolis Regional Sanitary Sewer to improve reliability. The project encompasses the area between Lynn Ave. S. in St. Louis Park and Dean Pkwy. in Minneapolis. Moving northeast from Lynn Ave. S., the new sanitary sewer pipe alignment follows the Highway 7 South Service Rd., France Ave. S., Sunset Blvd., Depot St., W. 28th St., Xerxes Ave. S. and W. 29th St. to Dean Pkwy. The work began in October 2012 and continues through 2014.

Hopkins Lift Station Reconstruction, MCES Project No. 804100

This lift station reconstruction project is part of the overall improvements included in the Hopkins System Improvements Project Facility Plan. The project includes building a regional sanitary sewer lift station in Oakes Park in the City of Hopkins. This will replace the MCES lift station currently located at the northwest corner of the intersection of Blake Road and Lake Street. Construction is scheduled to begin in fall 2013, and conclude with restoration activities in spring 2015.

Burnsville Interceptor Improvements, MCES Project No. 809058
This project – currently in the planning stage – will make improvements to approximately 5 miles of the Burnsville Interceptor, the regional sanitary sewer that serves the cities of Burnsville and Savage and a portion of Lakeville. Work will include installing linings inside the existing sewer and rehabilitating maintenance holes as needed. The segment of the sewer to be improved is approximately one-half to 1 mile south of the Minnesota River, and extends from Interstate 35W in Burnsville to approximately 1 mile east of Highway 77 (Cedar Ave.) in Eagan. The work is scheduled for late 2013 and 2014.
