While University Avenue will lose much of its on-street parking spots to make room for LRT, those represent less than 5 percent of the parking spots that will remain in lots and ramps. A survey undertaken in 2006 by the city of St. Paul found there are more than 25,000 parking spots near University Avenue in lots and ramps where measures such as shared parking arrangements, permit parking, metered parking and time limits on parking can help ensure turnover of parking spots so business customers who need to drive can find parking when they need it. These steps have been successfully employed along the Hiawatha LRT line in Minneapolis.
