Hai Truong, owner of Ngon Bistro at 799 University Ave. in St. Paul, and waiter Fred Miller with the restaurant’s mobile food van on Kellogg Boulevard in downtown St. Paul. Ngon goes on the road Wednesdays and Thursdays at various locations around St. Paul to reach customers while University is under construction on the south side of the street across from his restaurant, which is on the northeast corner of Avon and University.
