Charter of the Former Central Corridor Community Advisory Committee (CAC)

Scope

The Central Corridor Community Advisory Committee (CAC) was created to promote community involvement on the Central Corridor Light Rail Transit (LRT) project. The CAC was essential in developing a project that is beneficial to adjacent communities and is delivered on time and within budget.

Purpose

The CAC advised the Central Corridor Management Committee and provided input and feedback to Central Corridor Project Office staff on issues related to the planning, design and construction of the Central Corridor LRT project.  The CAC’s monthly meeting provided an important vehicle for involving community groups in the design process, addressing project area concerns, facilitating public awareness and identifying ways to mitigate construction impacts. 

Responsibilities

The responsibilities of the CAC included:

  1. Advising the Central Corridor Management Committee (CCMC) on the full range of issues that have a direct community impact, such as station design, parking, accessibility and construction mitigation.  The CAC will have a placeholder on the monthly CCMC meeting agenda. 
  2. Facilitating citizen participation, including efforts to get the businesses and residents involved.
  3. Providing feedback to the Central Corridor Communication Steering Committee on the structure and effectiveness of the communication and public involvement efforts. 

Each CAC committee member is responsible for:

  1. Attending the monthly CAC meeting,
  2. Contributing to the discussions of issues and concerns,
  3. Listening to and respecting the viewpoints of others,
  4. Participating in subcommittees as assigned,
  5. Participating in the development of solutions,
  6. Accepting the outcome of the difficult decisions, and
  7. Serving as project ambassadors to the greater Central Corridor community.

Membership

Members were appointed by the Chair of the Metropolitan Council and included people from district councils, neighborhood groups, business representatives, advocacy groups, educational institutions, ethnic communities and religious organizations. Meetings were chaired by Kirstin Sersland Beach, Metropolitan Council District 14.

If an appointed member was no longer able to participate actively in the CAC, the organization that nominated that person will be allowed to submit a replacement nomination.  The Chair reviewed the application and decided whether to confirm the nominee as a permanent replacement.

Meetings

The CAC met monthly on the third Thursday of every month, from 5:00-7:00 P.M.  Agendas were be distributed to all members at least five business days before the meeting.

Special meetings, open houses, subcommittees and focus groups were scheduled at regular intervals and as needed.
