2009 Regional Solicitation of Federal Transportation Projects - Released April 10, 2009

The Metropolitan Council and the Transportation Advisory Board has released the 2009 Solicitation Package for federal funds. The regional solicitation process selects projects or programs to be funded by the Surface Transportation Program (STP), the Congestion Mitigation/Air Quality Improvement Program (CMAQ), the Transportation Enhancements program (TE) as well as the Bridge Improvement or Replacement Program (BIR).

The Transportation Advisory Board and Metropolitan Council may award approximately $93 million from the STP-Urban Guarantee program, $55 million from the CMAQ program and $17 million from the TEP to projects and programs in the seven-county metropolitan area. The local Bridge Improvement or Replacement program may award approximately $9 million. These amounts are estimates and are subject to change based on a number of factors. These funds will be allocated in 2013 and 2014. The amount of funds available in these programs will be based on the funding levels established by the reauthorization of the federal transportation act. Prior to selecting projects, the funding level will be reviewed to ensure fiscal balance of the Transportation Improvement Program.

The selected projects and programs will be programmed for construction or implementation in 2013 and 2014 as part of the region’s Transportation Improvement Program (TIP) for 2011-2014. The 2011–2014 TIP will be drafted in March 2010 and adopted in September 2010. Notification of applicants “to proceed” by MnDOT State Aid is anticipated to occur in November or December of 2010. However, applicants are encouraged to contact State Aid to begin project development as soon as they are ready to do so.

Potential applicants should carefully review the applications and all policies and qualifying criteria before proceeding with an application. Metropolitan Council staff held an information forum on the solicitation.
