Job Access and Reverse Commute (JARC)
The goal of the JARC program is to improve access to employment and employment related activities for welfare recipients and low-income individuals. Toward this goal, the Federal Transit Administration (FTA) provides financial assistance for transportation services that meet the transportation needs of eligible low-income individuals. This solicitation will be accepting proposals for approximately $1.8 million under the JARC program.

New Freedom
The goal of the New Freedom program is to provide additional tools for Americans with disabilities trying to overcome barriers in their integration into the work force and their full participation in society. Toward this goal, FTA provides financial assistance for transportation services expand the transportation options of persons with disabilities in all areas of the country – urbanized, small urban, and rural. This solicitation will be accepting proposals for approximately $1.4 million under the New Freedom program.

Coordination Plan

The Metropolitan Council developed the Metro Area Public Transit-Human Services Coordination Action Plan prior to this solicitation. The plan will need to be referenced as part of the solicitation process and, thus, applicants should familiarize themselves with the plan.
