Comprehensive Plan Amendments and Plan Updates

Governments in the metro area are required to submit comprehensive plan updates (CPUs) and comprehensive plan amendments (CPAs) to the Council.

2011 System Statement Amendments

The Metropolitan Council recently adopted revisions to the 2030 Transportation Policy Plan and the 2030 Regional Parks Policy Plan, which may require an amendment to the local comprehensive plan update (CPU).

In the spring 2011 system statements were provided to communities, and are available be online.  The system statements are customized to individual communities, and will help each community determine if a comprehensive plan amendment (CPA) is needed.

System Statements

As required by state statute, the Council issues system statements to all communities. These customized documents inform each community how it is affected by the Council's policy plans for transportation, aviation, water resources, regional parks and open space.   

Local Planning Handbook

The Handbook supports communities in developing their comprehensive plans and guides the exchange of information with the Council. It describes the expected plan content, and Council review.

Sector Representatives and Planning/Technical Staff

Sector Representatives act as liaisons with governments, provide assistance in preparing plans, and help in resolving issues.
Planning and Technical Staff assist communities in developing plans and special studies.

Planning Information

Includes guidebooks, reports, and links on a variety of planning and land use topics and organizations.

Local Planning Assistance Loan

This loan program assists local governments with amending or updating local comprehensive plans, fiscal devices and official controls.

Environmental Assessment Worksheet (EAW) and Environmental Impact Statement (EIS) Review

The Council reviews EAWs & EISs in light of Council plans and policies, compatibility with adjacent jurisdictions, and to determine regional need for an EIS.

Residential Plat Monitoring

Annual residential development reports help to understand development in developing communities. Communities provide plats and complete a form.
