The ISTS Management & Tracking Database is sponsored by Metropolitan Council Environmental Services. The purpose of the ISTS Management & Tracking Database Application is to provide local governments an efficient means of managing the on-site individual sewage treatment systems (i.e., septic systems) located in their jurisdiction.
The ISTS Management & Tracking Database Application is a generic database system, developed using Microsoft Access 97. The application is provided to local governments, at no charge, and should be used by local governments to manage ISTS located in their jurisdiction, in accordance with Metropolitan Council's Water Resources Plan.

Metropolitan Council's site, like others, sometimes stores electronic distribution files online in a compressed format, commonly known as ZIP files. You will need to use an unzipping program, such as PKUNZIP or WinZIP to decompress these files.
Since the ZIP file format is a commonly used one, you should become familiar with how to work with ZIP files so you can use files from other sites available in this format. Many sites provide files in ZIP file format, and will expect their users to know how to use an unzipping program to make use of the files.
A popular unzipping program called WinZIP is available as shareware from http://www.winzip.com.
Note that Metropolitan Council does not recommend, endorse, or support WinZIP. This program is typical of all Windows-based unzipping programs. Most unzipping programs are supplied as shareware for evaluation purposes. Please adhere to the license agreement for any program that you use.
