Annual Sewer Use and Septic System Data Surveys

Since 1971 the Metropolitan Council has been requesting information in the form of annual surveys from local communities regarding their level of use of the Metropolitan Disposal System.

Information provided by these surveys helps insure proper allocation of regional treatment costs by the Metropolitan Council and to supplement local comprehensive sewer plans.

 

About the Survey--Technical

Requirements for completing and submitting the surveys are outlined under the Metropolitan Council’s Waste Discharge Rules (Article III, Section 301.03).

The Waste Discharge Rules are adopted by the Metropolitan Council pursuant to Minnesota Statutes, chapter 473, including sections 473.504, Subdivision 4, 473.511, subdivision 2, 473.515 and 473.5155.

Surveys are declared necessary for the efficient, economic, and safe operation of the Metropolitan Disposal System, for the protection of the health, safety, and general welfare of the public in the metropolitan area.

 

Completing the Survey

  • The survey is divided into two parts:
    1. Sections I through V: request information about use of the Metropolitan Disposal System or regional sewer system. Questions are related to the volume of water supply systems and the discharge of sewage volumes.
    2. Sections VI through X: request information about the number of on-site septic treatment systems within the community.
  • Local municipalities to complete surveys and return them by March 31 of the following year (as required under the Waste Discharge Rules).
  • Templates (right sidebar) can be downloaded and saved with a file name identifying your community.
  • Forms can be completed electronically in Microsoft Word or printed (as PDFs).
