This map shows the location of the Empire Wastewater Treatment Plant project and its proposed effluent outfall. The plant is located in the SE¼ of the SW¼ of Section 21, T 114 N, R 19 W, in Empire Township, Dakota County. The proposed effluent outfall (Option 1) consists of approximately 12 miles of forcemain and an effluent pumping station located at the treatment plant. The proposed outfall will be constructed along Biscayne Avenue to County Road 42. It travels along County Road 42 to just west of STH 52 where it turns north to 140th Street. It follows 140th Street to the existing Rosemount Wastewater Treatment Plant site. From the Rosemount WWTP, the proposed outfall line follows an off-road alignment to the Mississippi River.
