Small Systemwide Improvement Program (SSIP)

 

Description:

The Small Systemwide Improvement Program (SSIP) provides for miscellaneous improvements to the wastewater treatment plants and interceptor system. The projects are proposed to provide for more effective operation and to eliminate deficiencies in the system. This is an on-going program. Each year completed projects are deleted and new projects are added. Only the highest priority SSIP projects will be funded within the limits of the authorized budget.

Purpose and Justification:

The project provides for the implementation of projects generally costing less than $1,000,000 under less rigorous review and approval processes. The program assures that the planning and implementation costs are not excessive.

Current SSIP Projects

Metro Plant

o Project #8008xx, Energy Conservation Improvements - this project provides for systemwide energy conservation improvements. The estimated total project cost is $1,000,000.
o Project #800808, Metro Plant Disinfection Building Grating - this project provides grating in the Disinfection Building at the Metro Plant. The estimated total project cost is $70,000.
Project #8008xx, Metro Plant Grit Pad Improvements - this project provides improvements to the grit pads at the Metro Plant. The estimated total project cost is $200,000.

East Plants (Eagles Point, Empire, Hastings, Rosemount, and St. Croix Valley)

Project #800606, Eagles Point WWTP Improvements - this project provides improvements to plant processes, resolves operational problems and improves operator efficiency and plant monitoring. The estimated cost of these improvements is $250,000. (Location Map)
o Project #8006xx, Empire WWTP Improvements - this project provides modifications and improvements to the Empire WWTP. The estimated cost of these improvements is $500,000.
o Project #800608, Hastings (new Plant) Building Demolition - this project will demolish the old, unusable buildings that are located on the site of the new Hastings WWTP. The estimated cost of this project is $150,000.
o Project #800607, Rosemount Plant Decommissioning - a decommissioning plan to meet regulatory requirements is an NPDES permit requirement. The decommissioning plan is to be submitted within six months of permit issuance and will propose a compliance schedule for removing wastewater, sludge and other wastes. The project includes: the decommissioning of the plant and disposal of waste materials; the demolition of unnecessary structures; salvage and management of assets; and a Master Plan for site utilization. The estimated cost of this project is $2,400,000. Funding in 2008 addresses planning at an estimated cost of $200,000. (Location Map).
o Project #8006xx St Croix Valley Plant Improvements - this project provides modifications and improvements to the St Croix Valley Plant. The estimated cost of this project is $400,000.

Interceptor System

o Project #800717, Flagstaff Avenue Interceptor - this project provides for the extension of the Lakeville-Farmington Interceptor. The estimated cost of the MCES' share of the project is $1,700,000. (Location Map)
o Project #800712, St Bonifacius L-24 Improvements - this project will increase the pumping station capacity, to convey as much flow as possible through the present L-24 system. Improvements will be confined to the pumping station and include new pumps, controls, electrical gear, and process piping. The estimated cost of these improvements is $700,000. (Location Map)
