Project #9001, Interceptor Rehabilitation Program

 

Description:

The inspection work for the Metropolitan interceptors, lift stations, forcemains, siphons, and meter stations is performed under the operating budget. Depending on type, nature, and schedule requirements, the discovered problem areas are either rehabilitated under this program; repaired under the Interceptor Lining program; done under the ongoing SSIP program; or rehabilitated as part of a major capital program. This is an on-going program. Each year completed projects are deleted and new projects are added. Only the highest priority projects will be funded within the limits of the authorized budget.

Purpose and Justification:

The program provides for the follow-up rehabilitation work to correct the problems discovered during routine inspections performed under the operating budget. The project will potentially reduce infiltration and inflow (I/I), rehabilitate deteriorated areas, and improve structural integrity in order to prevent bypassing, structural collapse, or other potential conveyance problems.

Current Interceptor Rehabilitation Projects

Project Number & Description

o Project #809030, 1-GV-461 Sinkhole Repair - a sinkhole developed in Golden Valley, at the Westwood Drive right-of-way, in the summer of 2007. Subsequent investigations have identified Interceptor 1-GV-461 as the likely cause of the ground loss. It is suspected that tunnels methods utilized during construction created voids that remained undetected until the recent collapse of the roadway surface. This project will further investigate this problem and develop a remedy to the subsidence problem. In addition, the existence or non-existence of voids beneath I394 will be determined and dealt with. The estimated cost of this project is $700,000. (Location Map).
o Project #809008, 1-MN-300 (Bridal Veil Falls) Improvement - this project provides for the improvement to rock (sandstone / limestone) under and over 1-MN-300 to stop erosion and improve support for the interceptor. The estimated cost of this project is $862,000. (Location Map).
o Project #809036, 1-MN-342 Improvements - this project provides for rehabilitation of the interceptor to fix the collapsed portion of the pipe, reduce infiltration, and eliminate sags where sedimentation builds up. The estimated cost of this project is $750,000.(Location Map).
o Project #809032, 1-VH-422 Monitoring - this project provides for the follow-up work related to the replacement of Interceptor 1-VH-422. The interceptor was replaced in conjunction with MNDOT's I-35E/I-694 highway interchange project entitled "Unweave the Weave". The estimated cost of this project is $400,000.
oProject 809034, 2008 Trenchless Rehabilitation - this project will rehabilitate five (5) sites: Site 1 - Maplewood Interceptor 1-MW-411; Site 2 - Chanhassen Interceptor 7025-1; Site 3 - South St Paul 7102-2; Site 4-Newport Interceptor 7102-2A; and Site 5 - Lakeville Interceptor 3-LV-610. The estimated cost of this project is $3,600,000. (Location Map).
oProject 809031, Anoka Lift Station Improvements Follow-up - this project provides for the installation of the new pumps in the lift station. The estimated cost of this project is $120,000. (Location Map).
o Project #800714, Bloomington L-14 Demolition - this project provides for the decommission and demolition of the L-14 pumping station and ancillary facilities. This station is no longer needed for redundancy to the Bloomington siphon system. The estimated cost of these improvements is $600,000. (Location Map).
o Project #802930, Bloomington Reconveyance - this project will abandon in-place an interceptor that no longer carries flow and rehabilitate deteriorated sections of interceptors 3-BN-496, 7804, and 7031. Upon completion of this project these interceptors or portions of interceptor carrying only local flows will be reconveyed to the City of Bloomington. The estimated cost of this project is $826,000. o Project #809022, Burnsville L-13 Wet Well - Operations and Maintenance crews that maintain the lift station discovered deteriorated and unsafe conditions in the wet well. The project will remove & replace the baffle, catwalk, and stairs (in wet well). The estimated cost of this project is $296,000. (Location Map).
o Project #900189, Coon Rapids L-34 Rehabilitation - this project provides for the rehabilitation of the Coon Rapids Lift Station. The wet well has suffered severe H2S corrosion damage to the walls, the sluice gates do not function, and the process equipment is at the end of its useful life. The estimated cost of this project is $1,025,000. (Location Map).
o Project #809026, Golden Valley Interceptor Rehabilitation - this project will replace 160 maintenance hole (MH) frames and covers on interceptors GV-460 and GV-461 to eliminate inflow via casting ‘pick holes’, replacing adjusting rings as needed; reconstruct approximately 65 MH’s; adjusting the elevations to improve drainage around the structure and thus prevent I/I; removal of debris and roots from the interceptor between MH 25 and MH13 (GV-460) and install approximately 3500 feet of Cured-In-Place-Pipe (CIPP to prevent future root intrusion and I/I); and relocate MH 25A (GV-460) located in Basset Creek to the west and install CIPP liner. The estimated cost of this project is $1,500,000. (Location Map).
o Project #809025, Hilltop 1-HT-100 Improvements - an inspection in December, 2006 revealed that the Hilltop 1-HT-100 Interceptor was in need of major rehabilitation or replacement. This project will rehabilitate or replace approximately 3,625 feet of this interceptor. The estimated cost of this project is $1,600,000. (Location Map).
o Project #809020, Interceptor 1-MN-310 Grouting - this project will provide full contact grouting of the void space assumed to exist above the interceptor at the cracked section. The interceptor is about 90 feet deep at that section, but it is relatively close to the Mississippi River. The needed access could be provided by the construction of a short access shaft and a 110 foot long access tunnel. A suitable location for this work exists along West River Road, where there is about 50 feet of open space between the road and the limestone cliff. The estimated cost of this project is $500,000. o Project #809033, Interceptor 1-MN-320 Paving - this project provides for the paving associated with the Interceptor 1-MN-320 project that was completed in 2007. The estimated cost of this project is $450,000.
o Project #809003, Lakeville 7203 MH Repairs - this project provides for the repair of the manholes in Lakeville Interceptor 7203. The estimated cost of this project is $625,000. (Location Map).
o Project #801105, M102 Capacity Restoration - this modification at Meter 102 will restore the interceptor capacity lost with the downsizing of the meters. Restoring the capacity of 1-MN-300, would provide operating flexibility, which would be valuable in the future for completion of maintenance and repair that may be needed. The estimated project cost is $700,000. (Location Map).
o Project #809029, North Area Vactor Facility - this project provides for the purchase price of the portion of the Star Environmental Septage Facility in Fridley that is related to interceptor system uses. The septage site will also be used as a vactor (sewer cleaning) waste receiving station for MCES and cities. The waste would be drained of its free water and then hauled to a landfill. A vactor waste receiving station would reduce interceptor cleaning costs and treatment plant grit disposal costs, since many cities discharge this waste into MCES interceptors. Based on the appraisal and engineering evaluation, $2,200,000 (45%) of the purchase price was assigned to the vactor facility. (Location Map).
o Project #809035, RMF E85/Biodiesel Upgrade - this project will install one dual wall, 10,000 gallon tank for unleaded gasoline. The existing two 5,000 gallon tanks will be used for E85 and bio-diesel. The new dual wall tank will include inner- and outer- wall leak detection to comply with the new underground storage tank requirements. The fueling island will be expanded to accommodate one additional pumping station. The two existing pumps will be used for gasoline and biodiesel with a new ethanol compatible pump added for E85. Each of the existing pumping station cabinets will be upgraded and painted to signify fuel type. The footer valves in the existing tanks will be upgraded to inline check valves. The estimated cost of this project is $100,000. (Location Map).
o Project #809027, St. Bonifacius Interceptor Rehabilitation - in March of 2007, MCES crews responded to a sewer blockage on interceptor 7020 in St. Bonifacius. After clearing the blockage, MCES crews conducted a complete cleaning and CCTV inspection of the gravity interceptor between MH 22 and L-24. There appears to be a major break/offset in the 15-inch pipe directly under Highway 7 at Main Street. This major defect and other sags in the area cause grease and debris to collect in the pipe, creating the potential for future blockages.The project will reconstruct/reroute the pipe under Highway 7 and along County Road 92 and CIPP line approximately 4,150 feet of pipe to prevent I/I from entering the MCES interceptor system. The estimated cost of this project is $1,400,000. (Location Map).

o Project #809021, St Croix Crossing - this project provides for the required modification of interceptor facilities to accommodate the proposed new St. Croix River Crossing bridge. This project is contingent on MnDOT securing fundings for the bridge. The estimated cost of this project is $400,000 (Location Map).

 

Potential Interceptor Rehabilitation Projects

Project Number & Description

o Project #809xxx, 1-MN-413 Rehabilitation - this project provides for rehabilitation of the interceptor to fix offset joints, leaks and bad gaskets and eliminate sags where sedimentation builds up. The estimated cost of this project is $2,200,000.
o Project #809xxx Lift Station L-62 Decommissioning - this project provides for the demolition of the pumping station and ancillary facilities. The pumping station superstructure will be removed. It will be demolished to an elevation below grade suitable for future site development.  All remaining cavities will be gutted of equipment and backfilled with soil. The forcemain will be abandoned and filled with flowable grout material. The maintenance structures will be removed and the pumps, generator set, and other process equipment of value will be salvaged. The estimated cost of this project is $500,000.
o Project #809xxx, St Paul Battle Creek Siphon Improvements - this project provides for the protection or relocation of MCES facilities to accommodate CP Rail trestle improvements. The estimated cost of this project is $500,000.
