Project #9001, Interceptor Rehabilitation Program

 

Description:

The inspection work for the Metropolitan interceptors, lift stations, forcemains, siphons, and meter stations is performed under the operating budget. Depending on type, nature, and schedule requirements, the discovered problem areas are either rehabilitated under this program or rehabilitated as part of a major capital project. This is an on-going program. Each year completed projects are deleted and new projects are added. Only the highest priority projects will be funded within the limits of the authorized budget.

Purpose and Justification:

The program provides for the follow-up rehabilitation work to correct the problems discovered during routine inspections performed under the operating budget. The project will potentially reduce infiltration and inflow (I/I), rehabilitate deteriorated areas, and improve structural integrity in order to prevent bypassing, structural collapse, or other potential conveyance problems.

Current Interceptor Rehabilitation Projects

Project Number & Description

o Project #809030, 1-GV-461 Sinkhole Repair - a sinkhole developed in Golden Valley, at the Westwood Drive right-of-way, in the summer of 2007. Subsequent investigations have identified Interceptor 1-GV-461 as the likely cause of the ground loss. It is suspected that tunnels methods utilized during construction created voids that remained undetected until the recent collapse of the roadway surface. This project will further investigate this problem and develop a remedy to the subsidence problem. In addition, the existence or non-existence of voids beneath I394 will be determined and dealt with. The estimated cost of this project is $1,300,000. (Location Map).
o Project #809008, 1-MN-300 (Bridal Veil Falls) Improvement -this project provides for the improvement to rock (sandstone / limestone) under and over 1-MN-300 to stop erosion and improve support for the interceptor. The estimated cost of this project is $700,000. (Location Map).
o Project #809049 3rd & Commercial Regulator Rehabilitation- this project provides for the rehabilitation of Regulator R02 located at 3rd and Commercial Streets in Saint Paul. Significant corrosion of the inner gates and structural issues at the 3rd and Commercial St. facility have been identified. The estimated cost of this project is $2,860,000.
o Project #802930, Bloomington Reconveyance - this project will abandon in-place an interceptor that no longer carries flow and rehabilitate deteriorated sections of interceptors 3-BN-496, 7804, and 7031. Upon completion of this project these interceptors or portions of interceptor carrying only local flows will be reconveyed to the City of Bloomington. The estimated cost of this project is $830,000.(Location Map).
o Project #809037, CP Rail Bridge/Battle Creek Siphon - this project provides for the protection of MCES facilities to accommodate CP Rail trestle improvements. The CP rail has proposed that its bridge design be modified (lengthened) to span over the siphon. The CP Rail is seeking cost participation on their rail bridge project and will grant permanent easement rights. The estimated cost of this project is $704,000. (Location Map)
o Project #809020, Interceptor 1-MN-310 Grouting - this project will provide full contact grouting of the void space that exists above the interceptor at two cracked sections. The interceptor is about 100 feet deep at these sections, but it is relatively close to the West River Road. The needed access will be provided by the construction of horizontal access tunnels. A suitable location for this work exists along West River Road, where there is about 50 feet of open space between the road and the limestone cliff. The estimated cost of this project is $2,100,000. o Project #809054, Interceptor CCTV Inspection - this project will accelerate the closed-circuit-television (CCTV) inspection of interceptor facilities located throughout the 600-mile system. Over the last several years the need for accelerated repair of interceptor facilities has increased. The southwest area and the north area of the interceptor system have been identified for contracted CCTV inspection under this project. The estimated cost of this project is $2,100,000.
o Project #809051, Interceptor System Electrical Improvements - this project will evaluate the arc flash rating of highly rated interceptor system facilities. It will determine which facilities can be brought to lower ratings and prepare life cycle cost analysis and non monetary evaluations on specific installations to determine which improvements should be made. This project will also provide the design for some of those improvements. The estimated cost of this project is $200,000.
o Project #809053, Interceptor System Generator Retrofit - this project provides for the evaluation and retrofit as needed, of the interceptor system generators to insure compliance with EPA regulations on Reciprocating Internal Combustion Engines (RICE). The regulations require that existing engine-generators, that fall within given criteria, be retrofitted with: closed crankcase ventilation or crankcase ventilation filters (if they do not already have closed crank case ventilation); and diesel oxidation catalysts (DOCs) if the unit cannot meet NESHAP standards. The estimated cost of this project is $400,000.
o Project #809038, Lower LC-421 Slip-lining - flow on the lower portion of the Little Canada LC-421 gravity interceptor was diverted to the MWCC 8151 interceptor in 1985.  Approximately 2,400 feet of 48” RCP downstream of the diversion appear to have zero flow and the pipe and maintenance holes (MH) will be properly abandoned by this project. Approximately 1,300 feet of pipe further downstream has some flow but the pipe is oversized.  This project will slip-lined this section with a smaller pipe at a steeper grade, in order to create cleansing velocities and protect the bare concrete pipe from corrosion. The estimated cost of this project is $900,000. (Location Map)
o Project #809047, Minneapolis 1-MN-313 Rehabilitation - this project provides for the cleaning of the existing line and then lining (CIPP) of the pipe located underneath Shingle Creek. The section of the 24” CIP interceptor between MH 2 and MH 1 on 52nd Avenue North is scheduled for lining. The estimated cost of this project is $177,000.
o Project #809050, Minneapolis Interceptor 1-MN-330 Rehabilitation - Interceptor 1-MN-330 between MH139 to MH131 is a gravity segment of 24” VCP that requires higher than normal O&M and is exhibiting numerous cracks, breaks, and heart shaped defects. Subsidence has occurred in the area and has resulted in a sag (depression) in the pipe profile. This project is designed to reinforce the structural integrity of the pipe, ‘freeze’ the pipe sag in its current state, bridge open joints, facilitate cleaning of the pipe, and promote passage of fats, oils, and grease (FOG). This project will not correct the sag or improve the flow profile; rather, this project seeks to improve the operability of this section of gravity pipe and correct several noted structural deficiencies. The project's design is being funded out of the interceptor rehabilitation program. The estimated cost of the design work is $700,000. It is slated to become a part of the major Minneapolis Interceptor Rehabilitation project in the 2012 Capital Program.
o Project #809040, Minneapolis Interceptor Rehabilitation - this project will improve the regional sanitary sewer system serving northwest and southwest Minneapolis and upstream communities. It includes installing linings inside 6.2 miles of existing sanitary sewers; constructing a new 0.6-mile sanitary sewer to replace an existing sewer; and rehabilitating approximately 690 maintenance holes. The estimated cost of this project is $80,000,000. The project's planning phase and flow metering work at a cost of $100,000 is being funded out of the interceptor rehabilitation program. Minneapolis Interceptor Rehabilitation is slated to become a major project in the 2012 Capital Program.
o Project #809052, Minneapolis Northwest Interceptor Rehabilitation - this project will improve the regional sanitary sewer system serving northwest Minneapolis and upstream communities. The project's design is being funded out of the interceptor rehabilitation program. It is slated to become a part of the major Minneapolis Interceptor Rehabilitation project in the 2012 Capital Program. The estimated cost of the design work is $400,000.
o Project #809046, South St. Paul Forcemain - Phase 2 - this project provides for a new pipe from the South St. Paul Lift Station, L-65, to a point about at MNDOT’s I-494 Wakota Bridge. Due to a conflict between the interceptor work and the remaining bridge work, forcemain improvements could not start until after the MNDOT finished work on the new Wakota Bridge. Now that the work on the bridge is completed, Phase 2 of the forcemain can proceed. The estimated cost of this project is $1,550,000.

o Project #809021, St Croix Crossing - this project provides for the required modification of interceptor facilities to accommodate the proposed new St. Croix River Crossing bridge. This project is contingent on MnDOT securing funding for the bridge. The estimated cost of this project is $400,000. (Location Map).

 

Potential Interceptor Rehabilitation Projects

Project Number & Description

o Project #809xxx Lift Station L-62 Decommissioning - this project provides for the demolition of the pumping station and ancillary facilities. The pumping station superstructure will be removed. It will be demolished to an elevation below grade suitable for future site development.  All remaining cavities will be gutted of equipment and backfilled with soil. The forcemain will be abandoned and filled with flowable grout material. The maintenance structures will be removed and the pumps, generator set, and other process equipment of value will be salvaged. The estimated cost of this project is $500,000.
o Project #809xxx Saint Paul Int MH Rehabilitation - this project provides for the rehabilitation of manholes in the regional interceptor system in the City of Saint Paul. The estimated cost of this project is $1,000,000.
