Purpose and Justification:

The purpose of the East Base is to locate maintenance personnel at locations closer to the facilities they maintain. It will allow faster response to facility problems due to equipment failure and power outages during storm events. It will also increase the amount of time spent on maintenance work and reduce the amount of drive time getting to and from the facilities.
