Purpose and Justification:

Following the tragic events of September 11, 2001 the MCES initiated an assessment of its vulnerability at the wastewater treatment plants it owns and operates. Currently, the Metro Plant utilizes motorized gates, a card access system, cameras, and an eight-foot fence with barbed wire. Other than cameras at Blue Lake, all of the other plants use fencing as its only physical security measure. Based upon the results of the security vulnerability assessment, MCES security system needs include motorized gates, card access system, security cameras, fencing improvements, site lighting, and intrusion detection systems.
