Project #8010, Dayton-Champlin Interceptor  

Description:

This interceptor will be constructed in coordination with a planned connection of Hennepin County Roads 121 and 202, know as the Tilden Avenue Extension. The interceptor will serve existing and future development in the northeast quadrant and part of the northwest quadrant of the City of Dayton by connection to the CAB Interceptor in Champlin. The proposed project includes approximately 3 miles of 27-inch, 30-inch and 54-inch diameter gravity sewer and one lift station.

Purpose and Justification:

The City of Dayton's Comprehensive Plan calls for the addition of 4,100 households in the NE quadrant and 6,360 homes in the NW quadrant. Construction of this interceptor will promote the Metropolitan Council's policy of supporting growth that efficiently utilizes the regions' remaining land resources. In addition, the northeast part of the City of Dayton has several hundred homes served by individual on-site septic and drainfield systems. Many of these were constructed in the 1960's and 1970's on 1/3 acre lots and are in need of replacement. Construction of the interceptor provides the City of Dayton with an effective means to eliminate these substandard wastewater treatment systems.

Impact on O&M Costs:

TThe project will add one lift station and about 2.6 miles of pipe to the interceptor system. Of these improvements, the lift station adds the more significant annual operation and maintenance cost of about $45,000, mostly due to energy costs and the need for staff to visit the station to check its operation at least 6 days per week. The forcemain and gravity interceptor pipe adds, on average, about $8,000 per year of O & M charges. The $53,000 total annual increase in O & M charges would amount to about $0.04 per year per Residential Equivalent Unit (REC). This is based on an annual flow of 104 billion gallons and a flow per REC of 80,000 gallons.
