Project #8009, Empire Plant Service Area Capacity  

Description:

This project implements the recommendations of the Rosemount/Empire Master/Facility Plan (REMP). This broad based planning effort recommended that the existing Empire Plant be expanded from its current capacity of 12 mgd to 24 mgd. This will provide service to the existing Empire Plant service area through the year 2030. The project also includes the construction of a new outfall pipe to allow the plant effluent to be discharged directly to the Mississippi River, through Rosemount.

Purpose and Justification:

The comprehensive plans for the communities of Apple Valley, Lakeville, Farmington, Rosemount, Empire Township, and Elko-New Market have been approved. The service area population is expected to double by the year 2030. The Rosemount and Empire WWTPs are reaching capacity. Accordingly the project provides an orderly plan to accommodate the projected growth in these communities.

Impact on O&M Costs:

The project will increase systemwide O&M costs due to the expansion of the plant. However, the increase will be offset by the additional customers in the communities served by the plant.
