The Council frequently has contracting opportunities for businesses, and interested parties are encouraged to regularly review the Council's list of publicly advertised solicitations for contracts. See the current contracting opportunities.
Small Business Development Programs
The Council is committed to utilizing businesses owned and controlled by socially and economically disadvantaged individuals in its procurement and contracting efforts. In support of that commitment, the Council operates the following small business development programs:
- The Disadvantaged Business Enterprise (DBE) Program
- The DBE program is a small business development program that supports the use of DBE-certified contractors, consultants and concessionaires for federally funded transit-related projects.

- The Women and Minority Business Enterprise (W/MBE) Program
- This small business development program requires that all regional municipalities that receive Public Facilities funds for environmental services infrastructure (wastewater treatment operations) projects use minority and women-owned businesses whenever procurement opportunities (including small purchases) occur.

- The Small Businesses in Rural Areas (SBRA) Program
- This small business development program requires that all regional municipalities that receive Public Facilities funds for environmental services infrastructure (wastewater treatment operations) projects use small businesses in rural areas (as (counties designated as rural by the Small Business Association )whenever procurement opportunities (including small purchases) occur.
