Disadvantaged Business Enterprise (DBE) Program

The Metropolitan Council operates two distinct small business development programs. One is the Disadvantaged Business Enterprise (DBE) Program which is utilized for federally funded transit related projects and the other includes the Women and Minority Business Enterprise (WMBE) and Small Business in Rural Areas (SBRA) Programs which utilizes Public Facilities grants for environmental services related projects.

The Metropolitan Council's Disadvantaged Business Enterprise Program and goal request for fiscal year 2009 has been submitted to the Federal Transportation Administration (FTA), pursuant to Part 26 of the Code of Federal Regulations, Chapter 49. When approved, the Council's overall DBE goal of 15% for DOT-assisted contracts will be effective from October 2, 2008 through September 30, 2009. This goal and a description of how it was set are available for inspection during normal business hours at the Council offices for 45 days from the date of this notice. The Council's DBE Program confirms the Metropolitan Council's commitment to utilize businesses owned and controlled by socially and economically disadvantaged individuals in our procurement and contracting efforts.

The list of Disadvantaged Business Enterprise contractors, consultants and concessionaires was compiled and certified by the Metropolitan Airports Commission (MAC), the Metropolitan Council or the Minnesota Department of Transportation (MnDOT). Please contact MAC's Office of Diversity at (612) 726-8196, the Metropolitan Council's Office of Diversity at (612) 349-7463 or MnDOT's EEO Contract Compliance Unit at (651) 297-1376 for further certification information or to report errors. Changes, corrections and updates to this directory will be posted every other month. The MAC, Metropolitan Council and MnDOT assume no responsibility for determining the competence and financial responsibility of any DBE Subcontractor. The Prime Contractor shall ascertain that any proposed DBE is experienced and equipped for the intended work.

Firms listed in any directory on this page (DBE,TGB, W/MBE) may be used to locate vendors for Public Facilities Agency (PFA) federally funded projects.

Caution: Firms listed on the TGB & W/MBE directories MAY NOT be certified to perform work on US DOT assisted contracts. If you have questions, please direct them to Pat Calder at 612-349-7463 for clarification.
