The Council awards funds to cities for expanding affordable housing opportunities through its Livable Communities program. Funds for the program come from the Council’s property tax levies authorized by state law.
The Metro HRA administers rent assistance programs serving more than 6,700 households. The programs are primarily federally funded, the largest being the Section 8 program. The Council’s Metro HRA uses the federal Section 8 Housing Choice program to provide vouchers to eligible households, who pay a percentage of their incomes for rent, with Metro HRA paying the remainder within established fair-market rent guidelines. Corridors of Opportunity
The Corridors of Opportunity initiative provides grants to promote healthy, sustainable communities along the region’s current and planned transitways. Among its activities, Corridors of Opportunity works with communities and neighborhoods to provide funds for more housing close to rail and transit that is affordable and energy efficient.
Funding for the wide-ranging projects undertaken by Corridors of Opportunity comes from two national sources:
A package of loans and grants from Living Cities—a collaboration of 22 of the nation’s largest foundations and financial institutions—is managed by the Saint Paul Foundation.
