Annual Sewer Use and Septic System Data Surveys

Since 1971 the Metropolitan Council has been requesting information in the form of annual surveys from local communities regarding their level of use of the Metropolitan Disposal System. The information that is provided by these “surveys” helps insure the proper allocation of regional treatment costs by the Metropolitan Council and to supplement local comprehensive sewer plans.

Requirements for completing and submitting the surveys are outlined under the Metropolitan Council’s Waste Discharge Rules (Article III, Section 301.03). The Waste Discharge Rules are adopted by the Metropolitan Council pursuant to Minnesota Statutes, chapter 473, including sections 473.504, Subdivision 4, 473.511, subdivision 2, 473.515 and 473.5155, and are declared necessary for the efficient, economic, and safe operation of the Metropolitan Disposal System, for the protection of the health, safety, and general welfare of the public in the metropolitan area.

The survey is divided into two parts. The first part (Sections I through V) requests information pertaining to the use of the Metropolitan Disposal System or regional sewer system. It consist of questions related to the volume of water supply systems and the discharge of sewage volumes. The second part of the survey (Sections VI through X) requests information pertaining to the number of on-site septic treatment systems within the community.

As required under the Waste Discharge Rules, surveys are to be completed by local municipalities, and returned to the Metropolitan Council by March 31 of the following year.
