Definition: Capital Improvement Program (CIP)

The 2011-2016 Capital Improvement Program is a six-year plan of capital projects planned to meet wastewater service needs consistent with the policies, priorities, and other requirements of the Metropolitan Council’s 2030 Regional Development Framework and the Water Resources Management Policy Plan. The capital improvement program provides a basis for new capital program authorizations and for the 2011 Capital Budget. The CIP includes both the 2011-2016 portion of the authorized capital projects and capital investments that are planned within the six-year period, but that are currently not authorized.
