Small Systemwide Improvement Program (SSIP)

 

Description:

The Small Systemwide Improvement Program (SSIP) provides for miscellaneous improvements to the wastewater treatment plants and interceptor system. The projects are proposed to provide for more effective operation and to eliminate deficiencies in the system. This is an on-going program. Each year completed projects are deleted and new projects are added. Only the highest priority SSIP projects will be funded within the limits of the authorized budget.

The project provides for the implementation of projects generally costing less than $1,000,000 under less rigorous review and approval processes. The program assures that the planning and implementation costs are not excessive.

Current and Proposed SSIP Projects

Metro Plant

o Project #800811, Fuel Management System - this project provides for procurement and installation of systemwide fuel management system. The estimated total project cost is $330,000.

East Plants (Eagles Point, Empire, Hastings, Rosemount, and St. Croix Valley)

o Project #800610, Eagles Point WWTP Sludge Storage Tank Rehabilitation - under this project the sludge storage tanks interiors will be repaired by removing deteriorated concrete and rebar and resurfacing with new concrete material. The roof (structural support, seal penetrations, joint repair, coat bottom and top) will also be rehabilitated. The estimated cost of these improvements is $325,000. (Location Map)
o Project #800617, East Area Plants Electrical Improvements - this project will evaluate the arc flash rating of the East Area Plants and determine which facilities can be brought to lower ratings and prepare life cycle cost analysis and non monetary evaluations on specific installations to determine which improvements should be made. The project also provides for the evaluation and retrofit as needed, of the East Area Plants generators to insure compliance with EPA regulations on Reciprocating Internal Combustion Engines (RICE). The regulations require that existing engine-generators, that fall within given criteria, be retrofitted with: closed crankcase ventilation or crankcase ventilation filters (if they do not already have closed crank case ventilation); and diesel oxidation catalysts (DOCs) if the unit cannot meet NESHAP standards. The estimated cost of these improvements is $500,000.
o Project #800614, Empire WWTP Miscellaneous Improvements - this project provides for the following miscellaneous improvements: aeration tank walkway repairs; aeration tank piping; headworks building ventilation; and the sludge storage pad cover replacement. The estimated cost of these improvements is $340,000. (Location Map)
o Project #800611, Empire WWTP Solids Building Roof Replacement - this project provides for the reconstruction of the roofing membrane and for contracted inspection services for its installation. The roof membrane system has delaminated and torn during high wind conditions. Since the discovery of the problem on April 23, 2009, the roof has torn on five occasions during high velocity wind events. All tears have been repaired by the roof membrane system manufacturer under warranty. The estimated cost of these improvements is $310,000. (Location Map)
o Project #800613, Empire WWTP Wetland Bank - this project will establish a wetland bank at the Empire WWTP. The wetland bank will be used to be provide wetland mitigation for MCES projects such as the 1.1 acres wetland mitigation for the Empire outfall project and 3.45 acres wetland mitigation for the South St. Paul Force Main Project. The estimated cost of establishing the wetland bank is $200,000. (Location Map)
o Project #800616, Hastings WWTP Flood Protection - this project includes the installation of an earth dike to match the adjacent dike heights and the installation of a stop-log structure at the north opening to allow flood protection to be quickly placed as needed. The estimated cost of this project is $150,000.
o Project #800609, Hastings WWTP Modifications to Reduce 1st Street Backups - this project will reduce the potential for basement flooding by increasing the response time for staff to influent pumping failure at the Hastings Plant. Basements in homes near to the WWTP have been flooded five (5) times since 1988, due to sewage backup, which have been caused by various reasons. The estimated cost of this project is $180,000. o Project #800615, Rosemount Plant Decommissioning Phase 1 - this phase provides for the decommissioning of the three rectangular aeration ponds. The estimated cost of this phase is $675,000. Phase 2 of the project will consist of the demolition of unnecessary structures, salvage and management of assets, and a Master Plan for utilization of the plant site.

West Plants (Blue Lake and Seneca)

o Project #800618, Long Lake Pond Decommissioning - this project will measure and analyze settled material in the pond; remove and dispose of settled materials in the pond as needed; and remove Council property from the site. The estimated cost of these improvements is $522,000.
o Project #800508, Seneca Plant Pump Replacement - this project provides for the replacement of the plant's sludge cake pumps. The estimated cost of these improvements is $616,000. (Location Map)
o Project #800509, Regional Plants Solids Improvements - this project provides for a comprehensive solids management plan for the MCES wastewater treatment facilities. The plan is needed to operate reliable and cost effective solids treatment through future increases in sludge production, a changing regulatory environment, and development of alternative treatment technologies. The estimated cost of the study for the regional plants is $500,000.

Interceptor System

o Project #800718, RMF Building Addition - this project provides for a 6,400 square foot two story building addition constructed with similar materials as the original building. The space will provide for ten 8’x10’ office cubes, file/storage room, conference room on the Second Floor, and stairs connecting the two levels. The ground floor space will be configured to provide a large meeting room, additional lockers, and open office area outfitted with PCs for craft and Service Worker use. Also included in the project is the renovation and expansion of the locker rooms and shower facilities within the existing building, and the dismantling and reconfiguration of partitions in the large conference room and entrance area to reclaim the intended use in those areas. The estimated cost of the project is $1,270,000. (Location Map)
o Project #800719, RMF Elevator Upgrade - this project upgrades the RMF elevator to comply with the 2007 changes to the Minnesota Elevator Code (special provisions code 1307.0047). The estimated cost of the project is $115,000. (Location Map)
