2011 - 2016 Capital Improvement Program

Project #8032, Northwest Interceptor Improvements

Description:

The project consists of an integrated conveyance system from Highway 169 on the west to the Coon Rapids Interceptor (CRI) on the east. The conveyance system will provide capacity relief for Champlin-Anoka-Brooklyn Park (CAB) and Elm Creek Interceptor (ECI), in-line storage for relief, and conveyance of flow across the Mississippi River to the CRI. The planned conveyance system will parallel the existing ECI (Interceptor 9004) and CAB interceptor (Number 8251-481), continue east across the Mississippi River through Coon Rapids Regional Park to a lift station in the park, and then end at the CRI (4-NS-521). A new gravity interceptor will bring flow from Lift Station 34 on the CRI to the proposed lift station in Coon Rapids Park. Lift station 34 will be abandoned.

Purpose and Justification
:

Planned growth in the northwest Metro area requires implementation of planned wastewater conveyance projects to increase system capacity. A new conveyance project called the CAB/ECI project is needed to divert wastewater flow from the northwest Metro area to the Coon Rapids Interceptor (CRI) east of the Mississippi River. The CAB/ECI project will include an interceptor with storage capacity through Brooklyn Park, an interceptor under the river, a lift station east of the river, and a force main connecting to the CRI. As part of the project, existing lift station 34 will be abandoned and flow from that location will be conveyed by a new interceptor to the new lift station east of the river.

Impact on O&M Costs:

The addition of a new deep lift station will cost approximately $100,000 to operate and maintain annually. If the present L-34 pumping station in Coon Rapids can be eliminated, net increase in annual O&M costs will be approximately $50,000.
